Children's rights are human rights for all children and young people under 18 years of age. They cover all areas of life and all people. On 20 November 1989, after ten years of discussion, a separate set of rights was created for children and young people, called the UN Convention on the Rights of the Child (UNCRC). It defines a child as "a human being below the age of 18 years unless under the law applicable to the child, majority is attained earlier" ratified by 192 of 194 member countries. Some English definitions of the word 'child' include the fetus and the unborn. Biologically a child is generally a human between the stages of birth and puberty. The legal definition of "child" generally refers to a minor, otherwise known as a person younger than the age of majority. "Child" may also describe a relationship with a parent (such as sons and daughters of any age) or metaphorically, an authority figure, or signify group membership in a clan, tribe, or religion; it can also signify being strongly affected by a specific time, place, or circumstance, as in "a child of nature" or "a child of the Sixties". Children generally have fewer rights than adults and are classed as not able to make serious decisions, and legally must always be under the care of a responsible adult.

 

Most countries in the world have ratified the UNCRC convention, except Somalia and the USA

Today about 25,000 children die each day due to poverty. Around 28 per cent of all children in developing countries are estimated to be underweight or stunted. The two regions that account for the bulk of the deficit are South Asia and sub-Saharan Africa. About a billion people in developing countries have inadequate access to water, and 2.6 billion lack basic sanitation. Of the 50 million refugees and displaced people in the world, approximately half are children. War is the primary factor in the creation of child refugees. It is also a principle cause of child death, injury, and loss of parents. In the last decade, war has killed more than 2 million children, wounded another 6 million, and orphaned about 1 million. More than 100 million children do not have access to school. Of the children who enrol in primary school, over 150 million drop out, while user fees, including levies, are still charged for access to education in 92 countries and that such charges have impact on excluding girls. 77 million children worldwide are not able to go to school due to lack of funds. Neglect is an act of omission or the absence of action. While the consequences of child neglect can be devastating it leaves no visible marks. Moreover, it usually involves infants and very young children who cannot speak for themselves. An estimated 211 million children between the ages of 5 and 14 are working around the world, according to the International Labor Organization. Of these, 120 million children are working full time to help support their impoverished families. In Thailand, NGOs have estimated that up to a third of prostitutes are children under 18. A study by the International Labor Organization on child prostitution in Vietnam reported that incidence of children in prostitution is steadily increasing and children under 18 make up between 5 to 20 per cent of prostitution depending on the geographical area.

 

The Internet is a virtual playground for child predators, and it operates largely outside the law. While trading in pedophile pornography is illegal, lack of adequate funding means law enforcement officials only investigate two per cent of leads, and only one per cent are ever prosecuted. Trafficking is the fastest growing means by which people are forced into slavery. It affects every continent and most countries. Currently children are trafficked from countries such as Bangladesh, Pakistan, Sudan and Yemin to be used as camel jockeys in the UAE. Furthermore, Anti-Slavery International has evidence that children are also being trafficked to be used as camel jockeys in other Gulf states including Kuwait, Qatar and internally in Sudan. Around the world, children are singled out for recruitment by both armed forces and armed opposition groups, and exploited as combatants. About 25,000 children under the age of 18 are thought to be fighting in conflicts around the world and hundreds of thousands are members of armed forces who could be sent into combat at any time

Children, particularly in single parent families, were among the groups in society most at risk of poverty. Child poverty in Australia is increasing despite the nation's booming mining wealth, with new data showing one in six children are now living below the poverty line.  About 17 per cent of all children in Australia were estimated to be living below the internationally accepted poverty line used to measure financial hardship in wealthy countries, and its up from 12 per cent in 2005. That compares with 23 percent in the US, 15 in Japan and 12 per cent in Britain, according to UN data published in May, which had estimated Australia's child poverty rate at 10.9 per cent. Nightly there is an average of 1,000 kids locked up in Jails, and the rate is even higher for Indigenous children

Cardinal George Pell PM launches Royal Commission  Australian Prime Minister Julia Gillard announces the creation of a national royal commission into instances of child sexual abuse including all churches and other organisations

Pell welcomes Commission Archbishop Cardinal George Pell says the Catholic Church welcomes the Royal Commission into child abuse and will fully cooperate. He has no option and many are sceptical and object to the sanctity of the confessional where child abuse is concerned

Catholic Church hid crimes of priests

Senior serving police officer, Detective Chief Inspector Peter Fox, has done investigations over 20 years, claims the Catholic Church covered up crimes of paedophile priests, silenced investigations and destroyed crucial evidence to avoid prosecutions. The Ombudsman created a critical report of the Church but is not allowed to release it. Peter Fox and others are calling for a Royal Commission as they are the only ones able to expose the true facts, abuse of 6 year old girls

Sophomoric speech is free speech too  Students are increasingly turning to the social media to vent about real or perceived slights. Four decades ago the issue of free speech in the schools seemed to be settled. In a landmark case in '69 the 'American Supreme Court' upheld the 'First Amendment' rights of public school students to wear black armbands to protest the war in Vietnam. The 'High Court' asserted that young people have rights. Now the stakes have changed and the black armband has been supplanted by the Internet, a potent tool for information, education and character asassination. The best legal path in these cases is to treat young people posting ugly and potentially defamatory content the way we would adults. If the content is illegal or threatening, charge them. If the content is libellous, sue them as some teachers and principals have done. And if the content is neither criminal nor libellous, accept a provocative posting as free speech

Aboriginal

Archie Roach - 'Took the children away'  He talks about his own experience as one of the ‘Stolen Archie RoachGeneration’, and how the song helped to heal the pain. The government of Australia has a very poor record when it comes to treatment of its Aboriginal citizens. Perhaps most notorious of all the Australian policies were under several federal and state programs that continued into the ‘70s, the government forcibly removed Aboriginal children from their families and sent them to white families and church run institutions for cultural reprogramming. A recent national report on the policies found that there was not a single Indigenous family that did not have at least one child taken away. See Cultural Survival

Canadian Indian residential school The system was intended to assimilate the children of the Aboriginal peoples in Canada into European-Canadian society. The purpose of the schools, which separated children from their families, has also been described as cultural genocide or "kill the Indian in the child. Obviously they didn't kill the Indian because we're still here, we're still a kicking somewhat battered, bruised and shaken after 500 years of colonization, being marginalized, abused and the theft our native lands. We were put here thousands of years ago by the Great Spirit to be the keepers of Mother Earth and we did a good job of it. The treaty issues must be renewed to go into the future for our children. SpongeBob Diner Dash app. It was pulled from Apple’s iTunes app store this week after a privacy advocate group complained it had violated children’s privacy rights. Nickelodeon removed the app after the Center for Digital Democracy contacted the Federal Trade Commission to issue a complaint. The Centre for Digital Democracy said children’s e-mail addresses had been collected without parental consent. The Sponge Bob Diner Dash game asks children to provide a wide range of personal information including full name, email address, and other online contact information without providing notice to parents or obtaining prior parental consent, as required by the ‘Children’s Online Privacy Protection Act’

 

Disabled children more likely to be abused   Disabled children and young people are more than three times as likely as their able-bodied peers to be abused or neglected, according to a new report.  Disability Australia commissioned the report, which estimates that one in 65 disabled children have been abused. It found the abuse ranged from hate crimes, to violence, neglect, family abuse, and institutional abuse

Sleeping practises causing baby deaths  Latest report on the deaths of vulnerable children in NSW has found many died in unsafe sleeping situations.110 children and young people known to the Dept of Community Services  died in 2011. Most of the deaths were related to illness or disease but unsafe sleeping practices were reported in 18 of the 20 babies who died in sudden and unexplained circumstances

Brother convicted of sex abuse Head of the Patrician Brothers in Australia has apologised after a brother jailed for child sexual abuse was referred to as a "treasure" in a church publication. Brother Thomas Grealy was convicted of molestation and buggery charges in 1997. He spent four years in jail for the rape and indecent assault of two boys while as principal at their Primary School at Granville in Sydney

Hundreds of children die in home accidents  In Australia over 16,000  accidents occur in the home each year. Figures from the national child safety group, Kidsafe show 250 young children die in and around the home each year. There are 29 deaths in Victoria and more than 66,500 children are admitted to the state's emergency departments. Research shows the dangers of the family car, with over a third of young children able to undo their own safety harness, and on average once a month, a child is run over in the driveway of their home, and in 80 per cent of cases it's by their parents or a close member of the family. Every year many young children drown in or around their home, not all of these accidents happen in swimming pools. A small child can drown in quite a small amount of water, most accidents are preventable and parents must be more vigilant
